Integrate native server membership renewals with a shared serving-permit guard and immutable query deadlines. Retries retain their first-send time and request identity; stale grants are consumed without restoring authority. Coherent metadata hydration, draining, shutdown, and clock failure fence admission. Already admitted work remains bounded by its original deadline. Move the transport-neutral guard into Java 11-compatible common code and add the versioned absolute deadline to the existing optional native query identity. Clock and lifetime policies require explicit qualification; there are no production clock defaults. Helix/ZooKeeper remains the default. Native query listeners remain disabled, and the default native participant remains installation-only. Normal starter wiring, authenticated query transports, broker deadline propagation, response-delivery fencing and production qualification remain follow-up requirements; this does not complete the Helix/ZK replacement. Stack 3/3, based on #19951, which is based on #19950. The entire stack is independent of shared-contracts PR #19926. Validation: 100 focused tests passed across common, core, server and Ratis, including deadline/permit composition, stale-leader grant retries, draining, metadata recovery, exact installation identities, Helix lifecycle behavior, and real TLS/quorum tests. Scoped Spotless, Checkstyle, license checks and `git diff --check` passed. JDK 25 compilation reported no warnings on added lines; the common guard/deadline classes retain Java 11 bytecode.
