URL: https://github.com/apache/pinot/pull/19967

Ratis broker planning needs the table configuration, schema and installed
replica routes from one committed image. This change includes the exact
authorized records and candidate server membership in the bounded routing
projection, then adapts that image to Pinot's normal table cache and routing
interfaces. Each request gets its own decoded planning objects.

The shared single-stage compiler captures those providers once and retains
them through dispatch preparation. The default environment uses the existing
Helix providers and preserves existing subclass hooks. Normal native query
listeners remain disabled; broker admission/deadlines, authenticated dispatch,
response fences, quotas and qualified clocks still gate activation.

Stacked on #19966. Keep this PR and its ancestors draft.

   Validation:
   - 97 focused local cases pass across catalog/transport, broker planning and
compatibility, and normal Ratis starters (reusing unchanged passing cases after
targeted fixture corrections).
   - Starter coverage includes minion output installation, server/controller
restart recovery, and closed native query ports.
   - Affected-module formatting, Checkstyle and license checks pass.
Warning-enabled compilation reports no warnings on added lines; `git diff
--check` passes.

The compiler regression verifies coherent planning and dispatch preparation
across a metadata refresh. It does not claim end-to-end native query serving.
