Review Comment:
   Fixed in d3b0283: the test explicitly creates and closes mapped metadata
before asserting the sidecar exists. `TablesResourceTest#testDownloadSegments`
passes locally on the published head.

Review Comment:
   Fixed in 271719e: the download filter now calls
`SegmentMetadataImpl.isMappedMetadataSidecarFileName()`, which delegates to the
store's sidecar name and temp-file constants. The writer and filter share one
source of truth.

Review Comment:
   Fixed in 271719e: separate volatile loaded flags now cache nullable
partition function and partitions results, so absent values are decoded once
and subsequent reads avoid synchronization.

Review Comment:
   Fixed in 271719e: removed `ConfigurationException` from the signature
because it is handled internally. `IOException` remains because closing the
previous mapped metadata can still throw it.
