Upstream has resolved the underlying issue on the target branch using an
alternative implementation in commit `b02a76512697ff971368d1c1e23be91d8da8bd23`
("Fix broker routing ignoring a shutting down server while another server is
excluded (#19997)").
The upstream implementation unconditionally adds newly disabled servers to
`changedServers` and rebuilds routable server instance maps, ensuring that
disabled and shutting down servers are evicted from broker routing during state
transitions. Empirical reproduction tests pass cleanly on the upstream target
branch HEAD.
Because upstream resolved the issue through this alternative approach,
Solvin's proposed changes are redundant and obsolete against the new upstream
design. This pull request is being closed and its branch deleted to maintain
repository cleanliness.
