   Decode logical INT96 directly from its physical day/nanoseconds so
historical and future dates stay exact; reject raw nanosecond overflow and
native UINT64 values above Long.MAX_VALUE instead of silently wrapping.
Representable values keep their existing types. Related STP parity tracking:
https://github.com/startreedata/startree-pinot/issues/4973.

   **Reproduce:** read INT96 year 1600 or UINT64 18446744073709551615; the old
native reader returns year 2184 or -1. Native and Avro INT96 are fixed; Avro
unsigned metadata handling remains outside this change.

   **Validation:** 49 focused extractor/file-backed logical-type tests pass,
including exact Long-nanosecond endpoints and nested unsigned cases;
formatting, checkstyle and license checks pass. Full-module testing has three
unrelated missing-LZ4/Joda failures; hosted CI remains required.
