Review Comment:
Good catch. Done in a38dc0f26d. The test now captures the recorder's WARN
lines and asserts exactly one across the 8,000 failing calls. It first resets
the process-wide timestamp, which is now package-private with
`@VisibleForTesting`, because another test class in the JVM can log a recording
failure within the same minute. Against the 526efc70 recorder, it now fails
with `expected [1] but found [0]`.

For context, the test was not added only for this. An intermediate version
that used a shared `ThrottledLogger` let a `ConcurrentModificationException`
escape under concurrent consumers, and the never-escapes half guards against
that.
