I will have someone from helix team comment on the change I think you are referring to `STATE_TRANSITION_THROTTLE_CONFIGS`, which is a cluster config used in `StateTransitionThrottleController `. This uses a cluster constraint, which applies to `MessageThrottleStage` in the pipeline.
