## Description Avoid calling _leadControllerManager::isLeaderForTable in checkTableConfigChanges too eagerly, as _leadControllerManager updates its leadership states based on a ZK event, which may come later than this method call, making current controller think it's not lead for certain tables, thus missing the task cron schedules in its table config. ## Upgrade Notes Does this PR prevent a zero down-time upgrade?
