Review Comment:
   I think this is incorrect. What we sent to codecov is the jacoco artifacts.
   
   We may not need to run `report-aggregate` and instead run `report`, but that 
in fact will give us incorrect metric values given some tests classes are 
actually tested from different projects.
   
   Instead of removing the plugin, what I suggest is to move jacoco to a 
specific profile we can enable during CI. That way developers should not be 
affected in their normal compilations.
