@Jackie-Jiang I'm still seeing the same behavior with the fix. here we're
going from 4 -> 5 servers per replica group. server 19 and 20 are the ones
being added
* confirmed `minimizeDataMovement` is enabled
* i tested this with both `numPartitions` and `numInstancesPerPartition` set
to 0 and explicitly set
