Add a Pirk configuration option for the user to specify the Provider in the
SecureRandom constructor within the org.apache.pirk.encryption.Paillier class.
The config option is to be added in the pirk.properties file and as a CLI
option in the org.apache.pirk.querier.wideskies.QuerierDriverCLI class. If no
Provider is specified, it will default to the system-native Provider.
