@anant-ahuja apologize for my incorrect comments, and I had deleted that when I noticed I was wrong. Inspired by this issue, I suspect it may have a similar root cause with #13925 and some other issues. The phenomenon is backlog greater than 0 but no consumer can get message. And I guess the root cause is the pointer of the earliest message was incorrectly pointed to the previous message already garbage collected. However, it does not meet your issue.
