### Motivation
See #12774
The root cause is there are multi threads calling
`PulsarLedgerIdGenerator#generateLedgerId` --> `#generateShortLedgerId` -->
`store.put(shortIdGenPath,...)`. The first success, and the rest fails with
exception.
### Modifications
Skip the exception when the path `shortIdGenPath` already created by others.
