So L1126 `addTopicToStatsMaps()` is not executed, and this topic is not added to `BrokerService#multiLayerTopicsMap` which serves the `GetListInBundle` cmd. This will definitely affect production code, like sending messages to non-persistent topic which is not properly initialize. (The remove in L1147 may fail).
