Enable CheckStyle plugin in pulsar-functions-instance module.
### Modifications
Fix the wrong code style in pulsar-functions-instance module.
### Verifying this change
The maven-checkstyle-plugin is added to pom.xml so
that the code style will be checked in mvn clean install.
