### Motivation
`ModuleNotFoundError` is a builtin since python3.6. If we use python2
version pulsar, python will raise `NameError: name 'ModuleNotFoundError' is not
defined` error.
### Modifications
Change `ModuleNotFoundError` to `ImportError`
