### Motivation
When use `initialize-cluster-metadata` to init cluster with specify multiple
ZK servers. Wrong ZK connection string got when `getMetadataServiceUri` called.
### Modifications
Replace comma with semicolon in ZK connection string when set
`setMetadataServiceUri`.
Then replace semicolon with comma when metadata store created.
