### Motivation
SubscriptionSeekTest.testSeekForBatchMessageAndSpecifiedBatchIndex is flaky.
It fails sporadically. (#14676)
### Modifications
Modify testSeekForBatchMessageAndSpecifiedBatchIndex test topic so that it
no longer conflicts with testSeekForBatch.
