### Modifications
DRAFT. do not merge.
Upgraded BK to 4.15 (4.16-snapshot currently, as a placeholder for rc1 of
4.15)
Upgraded dependendencies, where applicable (license check to follow)
Fixed build breaks caused by BK, fixed tests etc (what's broken by new code
or flakes I caught, was not sure if related)
temporarily changed CI to build BK along the Pulsar.
