### Motivation
`getSubscriptionDispatchRate` and `getSubscriptionDispatchRateAsync` in
`org.apache.pulsar.client.admin.TopicPolicies` use "namespace" in parameter,
but the implementation in
`org.apache.pulsar.client.admin.internal.TopicPoliciesImpl` uses "topic".
This should be a typo. "Topic" should be used.
### Modifications
Use "topic" instead of "namespace".
