### Motivation
Because we have used the `HierarchyTopicPolicies` to store dispatch rate for
all levels, there is no need to check topic-level when namespace-level updating
### Modifications
Remove `getTopicPolicies()` in
`org.apache.pulsar.broker.service.persistent.PersistentTopic#onPoliciesUpdate`
