### Motivation
Enable `SO_REUSEADDR` on listen sockets for broker,proxy, this allows
sockets to be bound even if there are sockets from a previous application still
in `TIME_WAIT` state, so we can restart the application at once.
### Modifications
enable SO_REUSEADDR on listen sockets for broker,proxy.
