**Describe the bug** Logging in shutdown could not print gracefully when broker shutdown. **To Reproduce** Steps to reproduce the behavior: 1. start broker and stop broker few min later. **Expected behavior** A clear and concise description of what you expected to happen. **Screenshots** When shutdown broker, the logging could not print fully, and there can not print if there has some exception in shutting down protocolHandler or another part of PulsarService  -- This is an automated message from the Apache Git Service.
