I got the same issue with Pulsar 2.10.0 but it's weird that the error
happened on a specific topic and not with others in the same namespace.
Exception is:

I make the same Rest API request to another topic in the same namespace and
tenant and it's success. Also tried to delete the topic and recreate and it's
the same. I checked all partitions of the topic is created properly.
