### Motivation
Remove "not", because configuring the value for the parameter
brokerDeleteInactiveTopicsMaxInactiveDurationSeconds will allow the deletion to
take effect, not the other way around.
### Modifications
Simply remove the not from all relevant Java files and Markdown documents
