The OffloadPoliciesImpl define the `managedLedgerOffloadMaxBlockSizeInBytes`
and `managedLedgerOffloadReadBufferSizeInBytes` as Integer, as usual the block
size or ReadBufferSize is less than GB, seems int is enough.
