### Motivation
DeadLetterPolicy can't deserialization, the root cause is DeadLetterPolicy
without a No-argument constructor.
### Modifications
Add `@NoArgsConstructor` and `@AllArgsConstructor` annotates for
DeadLetterPolicy.
### Verifying this change

This change is already covered by existing tests, such as
`testDeadLetterPolicyDeserialize`.
