### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Motivation In pulsar function EFFECTIVELY_ONCE semantic, producer attach a sequenceId to output topic for deduplication, the sequenceId consists of ledgerId and entryId.
