### Motivation
`testFilterEntriesForConsumerOfEntryFilter` test make no sense, because
trackDelayedDelivery always return true.
Even if we remove the entry filters, this test would run successfully.
### Modifications
return false if `!msgMetadata.hasDeliverAtTime()` in trackDelayedDelivery
