### Motivation
Add tests to prevent unintended changes to how the broker uses Protocol
Handlers.
### Modifications
- Created a stub protocol handler, `EchoProtocolHandler`.
- Added it to `pulsar-test-latest-version` image
- Created a new group of integration tests: plugins
- Created a test that configures the protocol handler for the brokers and
verifies that the protocol handler functions correctly
### Verifying this change
