### Motivation See https://lists.apache.org/thread/p7rb04vf1mt0kk3v2r7xl9dvb3zkhtxf Moving flaky suites out of the Pulsar CI will reduce the amount of re-run jobs when triggered by the pulsarbot. For example, if a non flaky suite fails and a contributor trigger the pulsarbot, also the flaky suite is triggered.
