### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Motivation macos-build should be skipped for cpp-only workflows example workflow run: https://github.com/apache/pulsar/actions/runs/3019336357 In addition, it would be good to have a name defined for the build job.
