   Pulsar 2.9.3 (upgrading from 2.8.2)
   
   ### Minimal reproduce step
   
   1. Running a Pulsar cluster with 2.8.2
   2. Upgrading broker to 2.9.3
   
   ### What did you expect to see?
   
   No obvious error or warning log.
   
   ### What did you see instead?
   
   Lots of error and warning logs about the system topic.
