AnonHxy opened a new pull request, #18416:
URL: https://github.com/apache/pulsar/pull/18416
### Motivation
If we call `ledger.openCursor("xxx", null)`, setting the 2nd paramters
`initialPosition` as null, it will open a cursor whoes markDeleted position is
the earliest position, but the expected result is the lastest position.
The root cause is that the Line986 and Line993 are contrary

will
be provided for opening a PR in the PR author's forked repository.

GitHub Actions provides separate quota for pull requests that are executed
in
a forked repository.
The tests will be run in the forked repository until all PR review comments
have
been handled, the tests pass and the PR is approved by a reviewer.
