Fixes #18716 ### Motivation The client get the TC list by performing a lookup of the system topic pulsar/system/transaction_coordinator_assign. See the issue for more details ### Modifications - In the builtin Auth provider the lookup is always granted for the pulsar/system/transaction_coordinator_assign topic.
