### Motivation
- `isNamespaceReplicated` method call is synchronous and it's used as part
of an async call chain in `AdminResource#internalCreatePartitionedTopic`.
- calling synchronous methods in an async call chain could cause deadlocks
and poor performance.
### Modifications
- replace with asynchronous calls and make it explicit that creating topics
to replicated clusters happens in the background
- add proper logging for creation of topics in the replicated clusters
