This is a common issue that using QEMU to emulate ARM64 instructions on AMD64 machines is slow. I don't think we have good solutions for it, but waiting for GitHub supports ARM64 runner. My personal project uses [buildjet](https://buildjet.com/for-github-actions) runners with a paid subscription.
