This change fails the two tests because it fails to create topic partitions when their partitioned topic is not created first. `testPartitionedTopicAutoCreation, testCompatibilityWithPartitionKeyword` @codelipenghui @mattisonchao @eolivelli, Please let me know if this change is acceptable. It looks odd that Pulsar allows creating topic partitions, but then it does not allow its partitioned topic creation.
