### Motivation In https://github.com/apache/pulsar/pull/20666, we changed the broker filter API to async. Although, the broker filter can't implement by users is self. But to guarantee API compatibility, we should keep the old API, mark it as deprecated, and add a new API instead. ### Modifications Add the broker filter sync API back. ### Documentation <!-- DO NOT REMOVE THIS SECTION.
