I set only the retention policy, which is a part of topic creation. Done
using admin commands before producing any messages. I can validate it by
running get policy on topic before the restart and after the restart. The
output is:

"retentionTimeInMinutes" : -1,
"retentionSizeInMB" : -1
}
'''
It may be wrong, but maybe during replication(?) of a topic there is a race
condition.
You may ignore my assumptions about the cause of the issue. Its just what i
can see from logs.
