Fixes #21192 ### Motivation Short alive producer (create, send message, close) will create a lot record in deduplication inactiveproducers. even there is clear logic but default interval is too long and is broker level. ### Modifications if deduplication is disabled do not record producer in inactive producers. ### Verifying this change This change is already covered by existing tests, such as *(please describe tests)*. <!-- DO NOT REMOVE THIS SECTION.
