### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Version 2.9.4 ### Minimal reproduce step Start a producer, send messages at a rate of 100msg/s, and enable consumers to consume data. The number of topic partitions is 4 ### What did you expect to see? The producer and consumer rates are stable at around 100msg/s ### What did you see instead? The producer will send messages and time out after running for a while. ### Anything else?
