### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Version 3.1.1 ### Minimal reproduce step Create two clusters, and create one tenant with both clusters allowed. Remove one cluster and see that the old one is still displayed in the tenant's allowed cluster. ### What did you expect to see? Once cluster (the one that hasn't been deleted). ### What did you see instead?
