Oh, I saw one place will cause this behaviour https://github.com/apache/pulsar/blob/0dabc9754aa371b241fc3daec4df21bee3ff8ce2/managed-ledger/src/main/java/org/apache/bookkeeper/mledger/impl/ManagedLedgerImpl.java#L859.
