In Bookkeeper, if ledger metadata isn't found on the metadata server, it
throws `BKNoSuchLedgerExistsOnMetadataServerException`.
Likewise, when looking up the `index (metadata)` for the `blob (ledger)`,
this method should also throw the same exception for consistent handling in
ManagerLedger.
