### Motivation
Pulsar standalone doesn't shutdown cleanly. bkCluster isn't closed when the
shutdown hook executes.
### Modifications
- delegate the shutdown call to PulsarStandalone.close instead of
duplicating the code in PulsarStandaloneStarter.close
- PulsarStandaloneStarter.close didn't contain bkCluster.close
- refactor the code so that this can be tested without resource leaks
