   When a contributor who has signed an ICLA makes a commit they have already 
stated that they will only make contributions that they have a right to license.
   
   If someone is contributing a large amount of code then it may be necessary 
to go through [IP Clearance](https://incubator.apache.org/ip-clearance/). I 
don't think that this is required here. It was clear to me in the discussion 
that repository you are referring to was setup as an example for this new 
repository.
   
   If you see something that you know is licensed under an [unacceptable 
license](https://www.apache.org/legal/resolved.html) then say something 
specific.
   
   If you notice something with a copyright from someone else in any 
individual's contributions then ask them.
