### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Motivation In the [PIP-352](https://github.com/apache/pulsar/pull/22517)， EventTimeOrderCompactor which compact message based on eventTime was added.
