Review Comment:
   No, ConcurrentLongLongPairHashMap is thread safety, but it seems that there 
is no need for a thread-safety map, as there are so many `synchronized` control 
in NegativeAcksTracker.
   I will test all of these three options:
   - ConcurrentLongLongPairHashMap 
   - HashMap<Pair<Long, Long>, Long> 
   - fastUtil
