I have refactored the code and moved the calculation to a separate utility
method in
org.apache.pulsar.broker.topiclistlimit.TopicListMemoryLimiter#estimateTopicListSize
. That contains a comment about the 16 byte object header and additional
overhead of java.lang.String fields.
